Information on threatening calls from Embassy

Subject: Information regarding threat calls from Embassy staff
Please provide the following information
Sir,
1. Does this mobile number 0573428378, and land phone 011-4884603 belongs to or used by an embassy officer? Is that an official number?
2. Please provide call list details of these numbers for 21 may 2020 to 22 may 2020
3. How many calls were made from these numbers to the number 0509xx7689 and 05520xx477
4. Is embassy officials permitted hold personal sim cards other than official ones?
5. List of all staff of the embassy and the official phone number/s allowed for their use.
6. What is the official name and position of Mr. Rajiv Ranjan, user of above numbers, as per records?
7. Did the ambassador any other officer instruct Mr. Rajiv Ranjan to call me on phone threaten to file case against me, unless I withdraw the RTIs I have filed?
8. What kind of case is the embassy planning to file against me?
9. What are the charges or crimes I have committed?
10. Does Mr. Rajiv Ranjan hold any diplomatic immunity?
11. What is the appropriate authority, where I can compliant against threatening calls by embassy officials?.
12. If the embassy file some case against me, what are the provisions by which the Saudi government can put me in jail till death?
13. Please provide copy of the agreements or laws to facilitate such actions as above (11)
14. Against How many people , the embassy has filed cases against, till date?
15. Please provide list of people against whome embassy has filed cases, what are the charges against each, what is their condition now (in jail, dead in jail, vanished without trace, convicted, acquitted etc)
If anything is vague in this application, kindly seek my clarification and provide me assistance as per section 5. (3) of the RTI act 2005.
5. (3) Every Central Public Information Officer or State Public Information Officer, as the case may be, shall deal with requests from persons seeking information and render reasonable assistance to the persons seeking such information.

If hard copy is sent by postal/courier service, Please intimate the Tracking Number by email. As per decision of the Central Information Commission in CIC/SG/A/2011/002704/16353 Date 15-12-2011 kindly send all communications by speed post.
If any information is not available in the requested format, please provide copy of existing records from which the information can be obtained /derived to the maximum .
Confidential information like passwords, encryption etc. be severed from the information as per section 10 or rti act.
As per section 6(3) of the RTI act 2005, In case, the requested information is held by another public authority, I request the PIO to transfer the application or part of it within FIVE days and immediately inform me about such transfer. I am filing separate applications to PMO, Embassy of India in Riyadh, Ministry of external affairs, Ministry of Civil Aviation and Ministry of Home. So application need not be transferred to these authorities.
As per section 7(3) of the RTI act 2005, In case there are further fee required to provide the requested information, I request the PIO to inform me of the additional fee amount along with the calculations made to arrive at the amount at the earliest so that information can be provided within time limit.

15. It is once clear that if the information as sought for by the petitioner is available with the Indian Embassy, the same is not covered under any of the provisions of Section 8(1)(a) of the Act. …….
16. The CIC had observed that “the disclosure of the embassy files relating to the official communication with Saudi Govt. will impinge upon the friendly relations with a foreign country”. This observation is, plainly, unmerited. The question whether disclosure of any communication with a Foreign State would adversely affect the relationship with that Foreign State would depend on the nature of the information and whether the same is expected to be treated as confidential.
If the PIO deems fit to apply any of the exemption of section 8, kindly provide detailed explanation how the exemption is attracted to each piece of information.
