covid screening at airports

When Narendra Modi addressed the nation he said that all the passengers were scanned at the airport. Is it true?
Yes, it might be,
But where did the system fail? Is there anything wrong or suspicious?
In response to my RTI, Director of General Health Service Government of India replied and sai that the scanning was done of 14,07,629 passengers.
Yet the query remains unanswered i.e. how many passengers arrived on the respective airports?
The most imperative point is out of above mentioned passengers only 31,265 passengers were identified with health issues or temperature and the shocking things is they were referred to respective state government. This is stated truth.
Unfortunately State Government followed the directions of quarantine/isolation facilities for only 31,265 passengers.
Why did adequate quarantine/isolation facilities were not created even after knowing the dangers of COVID 19!!!
If micro event plan was created for Trump's visit then why such a gross negligence by Govt on horrifying Corona Virus Spread? Is it because this is not political or does not have political propaganda?
Due to delayed response to tackle the virus, poor mechanism to mobilize the medical resources, very poor health infrastructures, corruption administration, tardy as well as neglected response of bureaucracy and ministries of many states have put the life of COMMON MAN in danger.
Will the Centre and State Government accept the moral responsibility and accountability?
