Application under Section 6 of Right to Information Act 2005
Subject: Information regarding stranded citizens who want to go back
to India.
Note: Considering the urgency of the matter bearing to life and liberty
of citizens, kindly provide the information within 48 hours.
Sir,
Please provide the following information as of today for the regions under your embassy
1. How many Indian Nationals Lost jobs and want to go back to India on final exit, but still
waiting for transportation to India.
2. How many Indian Nationals came on Business/work visit Visa and want to go back to India,
but still waiting for transportation to India.
3. How many Indian Nationals came on Personal Visit Visa and want to go back to India, but still
waiting for transportation to India.
4. How many Indian Nationals came on pilgrimage Visa and want to go back to India, but still
waiting for transportation to India.
5. How many Indian Nationals who are still on job, but want to go back to India due to some
reason, but still waiting for transportation to India.
6. How many Indian nationals are in labor camps without adequate measures for recommended
social distancing to safeguard from covid19?
7. How many Indian Nationals requested for assistance from the mission since March 01 2020
8. How much assistance embassy managed to provide for (7) (legal, financial, food,
accommodation, ticket). Please provided details of assistance provided.
9. What are the measures/efforts taken so far to plan for evacuation with tentative dates?

1-6 the argument of EoI Riyadh that the information should be shared by Saudi authorities is not valid as the mandate of RTI act is to provide the information as per the records of the public authority or accessible to the public authority. This reply, after the MEA submitted in supreme court that millions of Indians are stranded ,and after claiming more than 60,000 people has registered on its website for repatriation, shows that MEA submitted bogus data in supreme court and on its website. This information should have been recorded in the emigrate system, citizens registration form in embassy website, or through its extended network of volunteers or at least the help desks. This reply shows the total failure of the embassy in performing its consular duty and fulfilling its responsibility under section 4 of RTI act.

kindly give direction to PIO , to provide information as per available records and resources accessible to the mission.

7-8. the replay of above 700 applications were received and fulfilled is encouraging, but PIO failed to provide any details, not even category wise figures (legal, financial, food,accommodation, ticket) of assistance provided. This appears to be a pathetic attempt to hide mismanagement and corruption , while playing with life and liberty of citizen under the care of the mission.
kindly give direction to PIO, to apply section 10 of RTI act to remove personal and Confidential information like intimate personal details, passwords, encryption etc. from the information and provide the sanitized information.

9. the reply of PIO that embassy didn't plan anything or took any effort for evacuation of stranded Indians, though evident from the inadequate evacuation flights, is arising out of his vested interest to discredit the officials of the mission, especially ambassador. kindly give direction to PIO to use section 5(4) of act to give direction to other officials of mission to provide the requested information.

Reply :- The point wise information sought is:
1, 2 & 3: The sought information is not available with the Consulate General of India, Jeddah. However, the number of self-registration cases (not verified by the Consulate) online, and falling under the jurisdiction of the Consulate, as on 23.05.2020 are provided below:
(a) Migrant workers/ Labourers who have been laid off : 32385
(b) Non-Permanent Residents/Short-Term Visa holder faced with expiry of visas including tourists/ visitors : 4155
4. The number of Indian nationals coming on pilgrimage visa is not available with the Consulate. As on 23.05.2020, the number of persons who have come on Umrah visa and have been confirmed to be still in Saudi Arabia is 28.
5. The sought information is not available with the Consulate General of India, Jeddah.
6. As on 23.05.2020, 36558 requests have been registered for repatriation to India by the Indians residing in the consular jurisdiction of Consulate General of India, Jeddah. The Consulate coordinated repatriation of 449 Indians nationals to India from Jeddah (147 plus 4 infants by Jeddah-Kozhikode flight on 13.05.2020, 149 plus 3 infants by Jeddah-Kochi flight on 14.05.2020, and 145 plus 1 infant by Jeddah-Vijayawada-Hyderabad flight on 20.05.2020).
7. Some of the assistance provide by the Consulate General of India are:
a) Coordinated repatriation of 449 Indians nationals to India from Jeddah (147 plus 4 infants by Jeddah-Kozhikode flight on 13.05.2020, 149 plus 3 infants by Jeddah-Kochi flight on 14.05.2020, and 145 plus 1 infant by Jeddah-Vijayawada-Hyderabad flight on 20.05.2020).
b) From 12-19 March, 3035 Umrah Pilgrims were assisted in returning to India including through special flights.
c) Prompt assistance is provided to the concerned family in case of any mortality.
d) Assistance of food & medical help is regularly arranged to the Indians in need. About 1300 requests (Individuals / Groups) for food items and 15 requests for medical help were received and fulfilled during the period.
e) Regular updates are provided to the Community through social media.
f) Helplines, including telephone/mobile/whatsapp number and email, have been made available for Indians in need of assistance to contact the Consulate.
