Subject: Suggestions for help to community in the backdrop of COVID 19 pandemic.
Sir,
Our community is going through a difficult situation.
Thousands of Indian citizens are in labor camps without provision for social distancing and are extremely vulnerable.
Lot of Indian citizen would be without salary and job in future as recession sets in.
Those who came on visit and Business Visa are really stuck and vulnerable.
A lot of employers would be unable to pay for the employees.
All schools are closed and they would be the last to reopen.
Parents are struggling to pay fees.
To help our brothers in this situation,
1. Take over Indian community schools and then other private Indian schools and convert them to safe home for Indian citizens not infected by corona virus. Tests and medical examinations should be conducted before admission to confirm they are free of infectious diseases.
2. Request factories and workshops run by Indians to provide appropriate furniture to convert these buildings to accommodations. Labor camps which already have portable furniture be encouraged to lease or donate them.
3. Rent, Electricity and water bills of these buildings be paid from ICWF. This will allow the school managements to pass over the benefit to Indian parents who are also suffering. Request help from Indian and Saudi authorities to shoulder some of the burden of providing food and accommodation.
4. Admit labors who are issued final exit visa and not getting proper accommodation, food and salary.
5. Admit labors who lost the job and not getting proper accommodation, food and salary.
6. Admit people who came on personal visit visa, umra visa etc, who want to return immediately.
7. Admit people who came on Business visit Visa, who want to return immediately to India.
8. Admit labors who are still on pay roll, but need not report to work, but still in crammed labor camps without provision of proper social distancing.
9. These centers should function as pre departure quarantine and entry and exit should be strictly regulated so that no inmate contract any infection during their stay here and they will be ready straight away to India once the flights are operational to repatriate them.
10. Give preference to those people who have completed 30 day stay in these quarantine centers to board flights to India.
11. Schools buses be used to transport people to and from these centers to airport.
12. Cleaning, preparing food, maintenance etc needed in these centers can be performed by the inmates themselves by identifying skilled persons.
13. Strict discipline be maintained in these centers and mandatory regular exercises and yoga be ensured maintaining social distancing.
14. In case inmates complete more than 30 days in these centers, they be shifted to more relaxed accommodation as they are confirmed free of any infectious disease.
15. Only those who are ready to be repatriated to India be allowed entry to these centers. For those who want to look for new job or continue in ksa, alternate arrangements be made.
